Moderating mailing lists

We have a client which has a mailing list setup in Mdaemon. It's set as moderated. When admin of the mailing list sends out email TO mailing list, recipients get it. However, if someone else sends an email to the mailing list address, it gets marked as [moderated] and sent to admin only.
Which makes sense and all but how does this admin then approve this email to be pushed to recipients of the mailing list? How does admin manage these messages, when they don't originate from him?

When a list is configured to be moderated, only messages from the moderator are actually posted to the list. If the moderator wants to submit a message that was sent by another member to the list, they need to forward the message to the mailing list.
