You do not have to disable any other services.  The test you are running is checking to see if messages are blocked when they match certain rules for the DQS service.  MDaemon's implemen...

To be clear, I'm not suggesting that you leave it configured to not redirect HTTP to HTTPS. I'm just saying to allow HTTP so that you can test to make sure its working.
