There are none.  I can get it to work if I empty my inbox and resynch the device on my Android.  It will begin pulling the new emails. But it will not do the same on the iphone.  

If you check the existing users' mail directories, are there any .lck files present?

Disregard. There was a policy configured with a geoblock. That traffic is apparently routed to Brazil now.

As mentioned in op, Clam updates are successful. I do not see any denied traffic at the perimeter devices for Cyren.
