SG don't apply rules

During mail reception and in the transcript screen a mail is tagged spam by instant protection with a score of 5.5 and then put in quarantaine like it's asking in the instant protection rules ....
BUT in this same rules it s asked TO NOT PUT ALL THIS RULES FOR whitelisted mail ....
So why SG don't listen my final rule on INSTANT PROTECTION ????

The problem is that a message from an allowlisted (whitelisted) sender is being tagged by spam by outbreak protection and is quarantined?
Confirm that the "Exclude message from allowlisted senders" option is checked in the Security | Anti-Spam | Outbreak Protection options.
Can you provide an example transcript?
