Global Message Rules IMAP

On our current solution we have some rules on the server where specific emails are moved to group managed public folders. I.E. router logs emailed from our network hardware are automativally moved to a "Public > IT > Router Logs" IMAP folder. This folder and many other IMAP folders have restricted access and their visibility is controlled by group membership.
I have figured out how to setup groups and restrict access to specific public folders based on group memberhip but where would be the best place to setup rules to do the moving? I've looked at IMAP Filters on the accont level but this does not appear to have acces to the public folders. The other place I've considered would be Lists (Mailing Lists).
Are my findings correct or is there a better way to do this?

There are two options that I see.
-Set a submission address for the public folder. Anything sent to the public folder submission address will be placed into the public folder as long as the sender has Post access.
-Use a content filter rule to move the message to the public folder. (Security / Content Filter)
